Re-thinking child support: submission to Sir David Henshaw

 
 

May 2006 We welcome the decision of the Secretary of State to order a fundamental rethink about the way in which the current child support scheme operates, and to redesign it to make it fit for purpose.



One Parent Families urges the Re-design team to concentrate its energies on the glaring issue - which has yet to be successfully tackled in the UK - of creating a workable system with effective action against non-resident parents who refuse to cooperate.



We think there will still be a need for a national organisation with the sole task of collecting and paying child maintenance and enforcing liabilities. Although OPF has not reached a firm view, consideration should be given to whether it should sit alongside HMRC as a separate Agency, under the aegis of the Treasury - not DWP.
