Briefing for Westminster Hall debate on Lone Parent Employment, 02/03/06.

 
 

Key points:
  • The Government have made good progress to date in increasing the lone parent employment rate, and the New Deal for Lone Parents is a successful and cost effective programme.
  • Yet to reach their target to have 70 per cent of lone parents in work by 2010, progress in the next five years will have to be three times as fast as that in the last five.
  • The Green Paper suggests two measures to achieve this. Firstly, the introduction of a 'work related activity premium' to encourage lone parents to take steps towards work. We think that this is a positive idea, which if managed well, could be effective. Secondly, the introduction of additional Work Focused Interviews. We think that proposal is likely to consume substantial resources to little effect.
  • We think that there are better uses for additional resources, including measures to reach out to more lone parents and to promote employment retention.
  • Increasing the lone parent employment rate will require additional resources. We are already extremely concerned that the freezing of the Jobcentre Plus budget is having a negative impact on success in this area, and are unclear where resources to deliver the proposals in the Green Paper are to come from.
