Manifesto 06/07 - Child maintenance

 
 

Lone parents' top priority: Improve the child support system so that cases are processed faster, arrears are chased and more children receive child support.
  • Reduce backlogs and arrears, and significantly reduce the level of outstanding debt.
  • Improve staff morale by investing in administration so that they can deliver an excellent service.
  • Create a new compliance culture based on the understanding that the key rationale for the Government is child support.
  • Consider revisiting the formula if administration and delivery does not improve.
  • Make plans for the development of a guaranteed or advance system of child maintenance for the UK.
  • Ensure that all lone parents who are eligible have received the child maintenance premium.
  • Encourage HM Revenue and Customs' co-operation in stamping out evasion and fraud by refusing to accept accounts that deliberately tie-up income as capital or create false companies in order to minimise child support liability.
  • Introduce the concept of 'deprivation of income' into child support law. Alternatively give tribunals the power to refuse to accept accounts (even if accepted by HMRC) where income has been tied-up deliberately in order to avoid child support liability.


Goal: Introduce a system of guaranteed maintenance payments.
