Child Support Agency failing to deliver says One Parent Families

22/07/04 One Parent Families today expressed serious concerns that the new scheme at the CSA is not resulting in the promised improvements in the delivery of child maintenance payments.

The agency's annual report 2003 - 04, published today, shows that in the new scheme:
  • Only 50% of non-resident parents using the Agency’s collection service have made a payment of any sort  against a target of 78%;
  • At March 2004 the Agency had collected just 40% of the total maintenance it had planned to collect;
  • The expected greater speed of processing (with a target of six weeks) is not being met – so far as the Agency can tell.

Commenting on the agency's Annual Report today, acting Director of the charity Andy Keen Downs said:"It is very disappointing to have this evidence that the system which was introduced in 2003 to improve the child support system is so far failing single parent families.   Thousands of single parents have waited far too long for delivery of the fair and reliable payments they were promised for their children.  If the agency is unable to improve on these results soon, the Government should consider moving towards a system of guaranteed maintenance payments under which eligible single parents would automatically receive the payments they are owed for their children while the Government takes responsibility for recovering the money from the non resident parent."
